Client Managed Personal Attendant Services (CMPAS)

CMPAS
is a personal care assistant program administered through Helping Restore
Ability (HRA) & is offered to adults with various disabilities.
The CMPAS program is funded through a renewable contract with the Texas
Department of Aging & Disability Services (DADS) to service Tarrant County, Dallas
County and the nine surrounding counties. |

CMPAS
is offered to adults with various disabilities who are residents of our 11
county service area. Applicants must require assistance with at least
one personal, daily living need such as bathing, dressing, toileting, transfer,
feeding or meal preparation; require at least five (5) hours independent
living assistance per week such as shopping, cleaning, laundry or exercise by
walking, and provide a physician's statement confirming a six month/temporary
or permanent disability. |

Although other DADS programs offer personal
care assistant services, CMPAS offers persons with disabilities the
opportunity to be in charge of their program. This unique program offers
assistance not only at the home, but also at work, school, or medical/therapy
appointments. The CMPAS intake coordinator schedules an assessment with
the potential consumer and/or their family to determine the types of
assistance the individual requires and the number of hours needed to
provide the help based on DADS guidelines. At the initial assessment, it
is determined by those involved if the person receiving the service will be
able to directly supervise their own program of care through the personal care
assistant they choose to employ. In the case that decisions for care are
unmanageable by the consumer, a family member or representative may be
appointed to function in that capacity on their behalf. Also, a sliding
scale co-payment fee allows persons with disabilities whose monthly income
exceeds DADS guidelines to participate in the program. No one is denied services
based on income alone. |

CMPAS
provides program orientation to personal care attendants, maintains a referral
list of potential attendants available for interviewing/hiring by
consumers, offers a 24-hour emergency/on-call assistant to provide
life-sustaining service, and monitors the program for quality service |

CMPAS
does not guarantee placement. The program is obligated to refer personal
care assistants to consumers, but the consumers have the final decision on
whom they hire. |
