What does HRA do?

1) The CMPAS (Client Managed Personal Attendant Service) Program provides personal attendant care to adults with disabilities in the Dallas / Ft. Worth area, and performs nonmedical tasks.
2) The CDS (Consumer Directed Services) Program is a fiscal intermediary service to participants of the CMPAS, PHC, CBA, HCS, TxHml, PCS, MDCP, CLASS and DBMD programs in Texas. For referral & additional CDS info, existing DADS clients may contact your DADS case manager.

Are there waiting lists?

Services are based on funding received from DADS (Texas Dept. Aging & Disability Services) and donations from the communities we serve. Our funding is limited, but we serve as many people as we can with the dollars we receive each year.


Is HRA statewide?

Yes. Some of our programs serve people in Dallas, Tarrant and surrounding counties (Collin, Denton, Ellis, Hood, Johnson, Kaufman, Parker, Rockwall & Wise) – eleven (11) in all. HOWEVER, the Consumer Directed Services “CDS” program is available through HRA to participants of the CMPAS, PHC, CBA, HCS, TxHmL, PCS, MDCP, CLASS and DBMD programs throughout the state of Texas.


How much does it cost to receive services?

CMPAS - No client or prospective client is ineligible due to finances. HRA holds a contract with DADS to provide Client Managed Personal Attendant Services (CMPAS), so we adhere to their guidelines / policies & procedures. DADS provides a chart by which we calculate whether or not a client (or prospective client) may be required to pay for a portion of their services. Depending on net income, a sliding scale applies, ranging from no fee for service to full payment.

CDS-No fee for service. Eligibility is determined by a DADS case manager.

MHMR-Will depend on which program you are on. Ask your case manager.

DARS-No fee for service from client. Eligibility is determined by a DARS case manager.

PHC-No fee for service. Eligibility is determined by authorizing agency (DADS or Evercare).


Does HRA accept Medicaid / Medicare?

We do not accept Medicare. However, most of our programs are funded by Texas Department of Aging & Disability Services, and are for those people eligible for Medicaid.


Do all clients receive 40 hours per week of service?

No, depending upon where you live, your diagnosis, your age and your level of disability, some people may receive as few as 5 or as many as 80 authorized hours per week. Hours are determined during an assessment conducted by the Client Coordinator following DADS guidelines. On the CDS and PHC programs, the hours are determined by your DADS Case Manager.


Has HRA been around long?

HRA has been providing services for over 32 years.


How does HRA find attendants?

Our programs allow clients to hire whom they choose, after the applicant completes our required paperwork and a Criminal History Check is done. Attendants can be found by word-of-mouth, ads in the paper, or through Texas Workforce Commission.


How do I get services from HRA?

For personal attendant care on the CMPAS program, you need to get your name on our interest list, which usually takes less than 10 minutes to complete. Please call us at 817-469-1977 and ask for our Region 3 Case Manager, Jamie McCartney at ext. 102.

For the CDS program, contact your DADS case manager, who will provide information about the CDS program. If you do not have a case manager please call us and we can walk you through the intake form or you can call 888-337-6377 directly.

For Primary Home Care, your DADS Case Manager can make the referral.

For DARS, your DARS case worker can make a referral.

For MHMR, your MHMRTC or Dallas Metrocare case worker can make a referral. Ask if our partner agency, ASP Special Connections has an opening available.

Private Pay


What are the requirements to be an attendant?

Attendants must be 18 or older, with no criminal history problem that bars employment. We prefer that our attendants have a minimum of 6 months experience working with people in a service capacity. However, we do provide orientation & training on the job.


Who are your clients?

We serve people with all types of physical disabilities throughout the state of Texas.
