Frequently Asked Questions ---about HRA

 

What does HRA do?

1)      The CMPAS (Client Managed Personal Attendant Service) Program provides personal attendant care to adults with disabilities, and performs no medical tasks.

2)      The CDS (Consumer Directed Services) is a financial management service to participants of several programs in Texas. For referral & eligibilty dtermination, contact your case manager.

3)      The PHC (Primary Home Care) Program provides personal attendant care to children and adults with disabilities, and performs no medical tasks.

Why does it take so long to get off the interest list and onto the CMPAS program?

            Services are based on funding received from TXDADS (Texas Dept. of Aging & Disability Services) and donations from the communities we serve.  Our funding is limited, but we serve as many people as we can with the dollars we receive each year.

 

Is HRA nationwide?

No; we serve Dallas, Tarrant and surrounding counties (Collin, Denton, Ellis, Hood, Johnson, Kaufman, Parker, Rockwall & Wise) – eleven (11) in all.  HOWEVER,  Consumer Directed Services (CDS program) is available through HRA to participants of several DADS programs throughout the state of Texas.

 

How much does it cost to be on the CMPAS program?

            No client or prospective client is ineligible due to finances.  HRA holds a contract with TXDADS to provide Client Managed Personal Attendant Services (CMPAS), so we adhere to their guidelines/policies & procedures.  TXDADS provides a chart by which we calculate whether or not a client (or prospective client) may be required to pay for a portion of their services.  Depending on net income, a sliding scale applies, ranging from no fee for service to full payment.

 

Does HRA accept Medicaid / Medicare?

No, our programs are funded by the Texas Department of Aging & Disability Services.

 

Do all clients receive 40 hours per week of service?

            No, our CMPAS contract allows for as few as 5 or as many as 52 authorized hours per week.  Hours are determined during an assessment conducted by the Client Coordinator following TXDADS guidelines. On the CDS and PHC programs, the hours are determined by your DADS Case Manager.

 

How can I qualify for CMPAS services?

            When funds are released from the State, letters are written to the prospective clients on the waiting list.  Included in the packet is an application for service and a Physician’s Statement of Disability.  When both are completed, signed and received by HRA, an assessment appointment will be scheduled.

 

Has HRA been around long?

            HRA has been providing services for over 30 years.

 

How does HRA find attendants?

            The CMPAS program allows clients to hire whom they choose, after the applicant completes our required paperwork and a Criminal History Check is done.  Attendants can be found by word-of-mouth, ads in the paper, or through Texas Workforce Commission.

 

How do I get services from HRA?

            For personal attendant care on the CMPAS program, you need to get your name on our interest list – just call & ask!  The intake call usually takes less than 10 minutes.

                  For the CDS program, contact your case manager at DADS, who will provide information about the CDS program.

                   For Primary Home Care, your DADS Case Manager can make the referral.

 

What are the requirements to be an attendant?

            Attendants must be 18 or older, and because our CMPAS personal care attendants perform no medical tasks, if there is no criminal history problem, they will receive on-the-job training.

 

Who are your clients?

            On the CMPAS program, HRA serves persons over 18 with disabilities, who can be homebound, students or working.

                   The CDS program services all clients on CLASS, CBA, PHC, DBW and MDCP programs, your DADS case manager will provide more detail.
